City of New York – DoITT, Brooklyn NY

Issue:

Manager of Wireless Operations Business Systems – Over time the City had acquired over 7,000 cellular devices from three carriers for which there were absolutely no controls. The Wireless Operations Group acted as agent for 48 City Agencies regarding cellular operation. Printed invoices arrived each month from the three carriers in truckloads of thousands of pages of confusion that were never read or evaluated. Even discarding these was a problem as they had to be shredded. This multi-phased project was to establish purchasing and inventory controls, control growth and utilization of devices, standardize billing input/output formats and stop all printing and mailing, produce individual usage reports to facilitate reimbursement to the City for personal calls, place controls on all long distance calls, internet usage, and messaging, provide participating agencies with management and control reports as well as audit capabilities. Within two years this project yielded literally millions of dollars in direct and indirect savings.

  • Reduced annual billing significantly

  • Controlled long distance calling
  • Improved contract negotiations

CityAccess Kiosks

Issue:

Project Manager and Operations Manager – CityAccess kiosk project was an initiative to bring City services to citizens and visitors at all times, at convenient locations through the use of Kiosks as mini-City Halls. This project included coordinating 10 agencies, three vendors, 59 locations, and 40 applications. Project was de-funded in 2002 due to readiness of NYC.gov, the official NYC Web site.

Results:

  • Project completed on schedule and on budget.

FCC Audit

Issue:

  • FCC audit of 640 licenses held by the City. This was the first time the FCC had ever audited any of the licenses that had ever been issued. The Audit

resulted in no fines or loss of licenses to the City. Actually the City was able to use existing and underutilized licenses and frequencies to negotiate for other new and necessary ones for Public Safety (post 9/11).

Results:

  • Resulted in no fines or loss of licenses

Recovery of 9/11 equipment

Issue:

Manage recovery of 9/11 equipment issued to first responders on emergency basis during the time following 9/11. This resulted in the recovery of the vast majority of cellular and 800 MHz devices issued under the most difficult of conditions.

Results:

  • Most equipment was recovered
  • Saved City over $ 2 million

 Criminal Justice Data Sharing

Issue:

Criminal Justice Data Sharing, the first project to be developed and delivered to the City by this newly created agency. This project provided a self defining, totally self contained method for criminal justice agencies to share data.

Results:

  • Project is still in operation

Competitive Procurement events

Issue:

Owner and contributor to several City procurement efforts; RFI, RFP, Bid Specifications, Evaluation and selection committees, contract construction and negotiations.

OEM and 9/11 Recovery

Participate as a representative of the Agency during the 9/11 recovery and further OEM training and preparedness exercises. Received individual and group recognition from the Mayor’s Office.

Technical Consulting – NYS

Technical consulting to the Unisys Corporation and their customer, New York Department of Social Services, for the programming, documentation, installation of Kiosk based applications for their clients. This pilot project is currently active with New York State.

Technical Consulting – Integris

Technical consulting to the Port Authority of NJ/NY to develop a specialized desktop environment for their non-technical users.

Two large state level projects requiring business process redesign and Document Image Processing solutions for vital records and correspondence control.
